It is covered entirely with Neoprene, which is a water proof, weather proof and heat resistant material. It includes stainless steel hardware to attach horse accessories. The elongated hole in the middle keeps the pressure off the delicate tissue in the pelvic area as well as keeps the horses back properly ventilated
